Mumtalakat, ARP Group to Launch AI-Native Wholesale Bank in Bahrain
Bahrain's sovereign wealth fund and ARP Group are partnering to create an AI-native wholesale bank serving institutional clients regionally and internationally.
Bahrain Mumtalakat Holding Company, the sovereign wealth fund of the Kingdom of Bahrain, and ARP Group announced a partnership to establish an artificial intelligence-native wholesale bank in Bahrain, according to a statement released on the sidelines of the Gateway Gulf 2026 forum in Manama.
The proposed institution is designed to serve institutional clients with both regional and international banking requirements, positioning Bahrain as a hub for next-generation financial infrastructure in the Gulf. The AI-native designation signals an intent to build core banking operations around artificial intelligence from inception, rather than retrofitting legacy systems — a structural approach increasingly favored by fintech-oriented financial institutions.

Mumtalakat's involvement lends the venture significant sovereign backing. The fund manages a diversified portfolio on behalf of the Bahraini government, and its participation suggests regulatory and strategic alignment with Bahrain's broader ambitions to expand its financial sector. ARP Group brings private-sector partnership to the initiative, though specific terms of the arrangement were not disclosed in the announcement.
The announcement comes at a moment when Gulf states are competing to attract advanced financial services investment, with Bahrain, the UAE, and Saudi Arabia each pursuing distinct strategies to capture institutional banking flows. An AI-native wholesale bank, if it clears regulatory hurdles, could differentiate Bahrain's offering in a crowded regional marketplace.
